Two options, one decision
Winter tyres are mandatory in Estonia from 1 December to 1 March. In winter road or weather conditions — snow, ice, slush — the requirement can extend from 1 October to 30 April. Fit them before the first snow catches you out, not on the deadline itself.

Grip drops before the tread reaches the minimum, so it is worth replacing sooner rather than later. Check the manufacture year (DOT) on every tyre too — the compound stiffens with age even when the tread is still deep.
