Two options, one decision
Winter tyres are mandatory in Estonia from 1 December to 1 March. In winter road or weather conditions — snow, ice, slush — the requirement can extend from 1 October to 30 April. Fit them before the first snow catches you out, not on the deadline itself.

Check the manufacture year (DOT) on every tyre too — the compound stiffens with age even when the tread is still deep.
