Are LED auxiliary lights legal in Estonia?
Yes — on the road, only an E-marked lamp may be used as a driving light, and the reference numbers of all driving lights lit at the same time must not add up to more than 100.
A passenger car or van (categories M and N) may carry up to six driving-light lamps in total, a truck (N3) up to ten. An odd number is allowed — a single LED bar in the centre is correct. At any one time at least two symmetrically placed and no more than four driving lights may be lit.
An auxiliary driving light must:
- carry an E type-approval mark as a driving light — the lamp shows the letter R or HR and a luminous-intensity reference number. On the product page it is listed with the certifications: ECE R112 or R149. R10 alone means electromagnetic compatibility, not a driving-light approval — such a lamp is for off-road and work use.
- be wired together with the vehicle's own driving lights: switching to dipped beam switches off all driving lights at once, and driving lights can only be switched on while the position lights are on.
- emit white light.
Adding up reference numbers: sum the reference numbers of the vehicle's own driving-light lamps and the auxiliary lights that are lit together — the total must stay within 100. The vehicle's own figure is on the lamp lens or housing next to the type-approval mark.
A work light is not a driving light. Work lights may only be lit in connection with the task at hand and must not dazzle other drivers. A work light needs its own switch and a tell-tale on the dashboard; its lens must not carry a driving-light marking.
At the roadworthiness test, driving lights are checked visually and with a measuring device, work lights visually.

Yes, if the driving light is E-marked, the number of lamps and the switching meet the requirements and the reference-number total is within limits — checked visually and with a measuring device. Work lights are checked visually: separate switch, tell-tale and diffused light.
